Strict bail conditions for foreigner on cocaine charges

Rihards Upeneiks, the Latvian who was accosted at the Norman Manley International Airport with 4.4 kilogrammes of cocaine, was offered bail in the sum of $2 million on Thursday when he appeared before the Kingston and St Andrew Parish Court.

As a condition of his bail, the foreigner was ordered by Senior Parish Judge Paula Blake-Powell to report to the Narcotics Police Headquarters daily.

The 30-year-old Upeneiks was also ordered to surrender all travel documents and not to interfere with the witnesses in the matter. A stop order was imposed at all the island's ports. Judge Blake-Powell also ordered him to reside at the local address that has been verified by the police.

Upenieks is charged jointly with Terica Millwood for conspiracy to export cocaine. The Latvian has the additional charges of possession of, dealing in and attempting to export cocaine. The details of the allegations were not outlined in open court.

Millwood was on Thursday offered bail in the sum of $500,000 with a surety. She was ordered to report to the police three times weekly, and to surrender her travel documents. A stop order was imposed and she was ordered not to interfere with the witnesses in the matter.

The matter was adjourned until May 29 for the case file to be completed.
