Minister of National Security, Dr Horace Chang, says the Government is taking steps to ensure that high-ranking members of the Jamaica Constabulary Force (JCF), including the Commissioner, are promoted from within the organisation’s ranks.

Chang was addressing the 81st annual Jamaica Police Federation’s Conference at the Hilton Rose Hall Resort and Spa in St. James on Tuesday (May 21).

The Minister noted that while technical support from the private sector as well as international partners is welcome, the operations and command structure of the JCF must be led by Jamaicans who are trained and developed in the island’s police force.

“It is not reasonable or fair… [when] appointing the commissioner or officers to deal with specialised areas such as investigations and anti-corruption, to look beyond our shores,” Chang underscored.

He maintained that the JCF consists of competent and qualified persons to lead the Force.

“The Jamaican society and the Jamaican police force have men and women who have the capacity to lead effectively, to take on the challenges of law and order, foster peace within the society, but also to ensure that they maintain, within the ranks of the Force quality, professionalism and good ethics,” he pointed out.

Chang highlighted the impressive calibre of the recruits serving in the Force.

“At the graduation [ceremonies], I am seeing some of the brightest and the best of Jamaica; men and women….who are staying in the Force, and we will keep them there to do the job that is required of them,”  he noted.

The Jamaica Police Federation Conference was held May 21 and 22 and under the theme ‘Renewal with resolution and restoration’.
