Warrant issued for cop in scamming case

A warrant has been issued for the investigating officer in the case of a St James man, who was arrested on lottery-scamming charges last October after reportedly being found with overseas contact information.

Davon Fray, of Dumfries, is charged before the St James Parish Court with breaches of the Law Reform Fraudulent Transactions (Special Provisions) Act, including unlawful possession of identity information. He had his bail extended to July 27.

When the case was mentioned in court on Wednesday, it was put off and the warrant issued, after Parish Judge Sandria Wong-Small was told that the investigating officer had been bound over to reassign the matter in preparation for committal to a higher court, but had not done so.

The court was also told that efforts to contact the officer to this effect had proven unsuccessful.

The allegations against Fray are that, on October 26, 2015, members of a police team saw the accused man in a yard with an exercise book. When searched, the book was reportedly found to contain eight sheets of paper, each containing more than 30 names with overseas contact information.

A phone with a recently dialled overseas telephone number was also allegedly seized from Fray, who was arrested and charged.
