A council has performed a U-turn on plans to force buskers to smile. Oxford Council decided against implementing the proposed plan on account of a 5,000-strong petition in protest, while lawyers also warned the authority that the proposal could end up in court. The overarching ambition behind the proposal was to tackle anti-social behaviour, but it also stipulated that buskers must ?smile, enjoy yourself and entertain others?.
