INDECOM investigates off-duty cop in deadly shooting
For the second time in two months, the Independent Commission of Investigations (INDECOM) is probing alleged abuses involving off-duty police officers.
The latest incident occurred at the Ardenne Emirates Plaza on Ardenne Road, Kingston 10, where Jermaine Richards was reportedly shot and killed by a policeman moonlighting as a security officer.
Richards, an employee of Ribbiz Ultra Lounge, located at the plaza, was allegedly involved in an altercation with the off-duty officer before he was fatally shot. Outraged residents of central Kingston, where Richards lived, staged protests and demanded accountability.
"Jermaine Richards is no gunman, he's a good youth, a father of three. He minds his three children -- none reach 10 years old," said one protester, highlighting the family's struggles in the wake of his death.
Community members described Richards as a "gyallis" who enjoyed partying and socialising, but stayed out of trouble. "Him just party, drink, have fun, and work," one woman shared.
While the Police High Command has yet to issue a statement, INDECOM is calling for witnesses, particularly those with video footage, to assist with the investigation.
"Family members and the general public can be assured that a thorough investigation is being conducted by INDECOM, and all reasonable and necessary investigative lines of enquiry are being explored," said the Hugh Faulkner-led body.
This follows another high-profile case last December when an off-duty cop allegedly assaulted TikTokers TJ and Moya at a birthday party for entertainer Rebel at Mas Camp, St Andrew. INDECOM has not yet provided an update on that probe.
Commissioner of Police Dr Warren Blake recently hinted at a possible review of moonlighting policies for police officers, acknowledging that the actions of a few undermine efforts to transform the Jamaica Constabulary Force.
"There are some among us who are determined that our gains must be eroded and our gem of an organisation must always be in disrepute," Blake said, urging officers to maintain high standards of professionalism both on and off duty.
Meanwhile, INDECOM revealed that since the start of the year, 20 fatal shootings by members of the security forces have been reported, a sharp increase compared to 13 in the corresponding period of 2024 and nine during the same period in 2023.
