INDECOM probes businessman’s murder by rogue cops

The Independent Commission of Investigations (INDECOM) is investigating whether murdered businessman Sheldon Daley may have been connected to a murder case against two of the three policemen involved in his death.

Daley was killed early Sunday morning at a party at Chedwin Park in Spanish Town.

Director of Complaints for the South Eastern region of INDECOM, Nigel Morgan, told THE STAR that at present, Daley's killing cannot be classified as a 'hit'.

"I can't describe that in that way. We are still in the middle of the investigations so we don't know exactly how he got shot. That is being investigated, or for what reason he got shot," he said. "He is not involved in any of those cases according to information we have received."

Information reaching THE STAR is that about 12:30 a.m. on Sunday, Daley was at the party when he was approached by two men who opened fire hitting him.

The men tried to escape in a waiting vehicle, however, they were chased by an off-duty police officer.

"He engaged those officers in a shoot-out along Old Harbour Road, Featherbed Lane and Jobs Lane, and they collided with another car at the intersection of Jobs Lane and Brunswick Avenue at the stoplight at high speed," he said. A man was killed in the shoot-out.

One of the rogue cops was killed, while another was detained. INDECOM has identified Corporal Kirk Frazer as the other cop who managed to escape.

According to Morgan, Frazer and the cop in custody, were charged in 2017 by INDECOM for the 2015 murder of 28-year-old Ricardo Meadley.

They were out on a $1 million bail.

Morgan said that INDECOM could not confirm whether the dead police officer died as a result of the impact of the crash or from gunshot wounds.

"We are not sure if he succumbed from the injuries he received from the crash, but it is also believed that he also received gunshot injuries during the shoot-out. So we are yet to ascertain these things as facts," he said.
