INDECOM questions how policeman escaped

April 30, 2019

The Independent Commission of Investigations (INDECOM) said it is attempting to learn the circumstances under which Corporal Kirk Frazer escaped from hospital.

Director of Complaints for the South Eastern region of INDECOM, Nigel Morgan, told The STAR that Frazer was one of the policemen taken to the hospital because he was suspected to be injured during a high-speed chase and shoot-out in St Catherine on Sunday morning.

He said that while it is not clear if Frazer was formally arrested, he was transported by police personnel to the hospital.

"What we were told is that he was one of those persons who was taken from the scene because he was apparently injured and taken to the hospital for treatment," he said.

At present, he said that no actions are being brought against the officer who transported Frazer because INDECOM is yet to speak with him to get further details as to what happened.

"We are not yet sure what we are going to do because we have not yet spoken to the officer or officers who were in charge of transporting him (Frazer). What is left to be determined is how he came out of the custody of the police officer who took him to the hospital. We don't know if any action will be taken as yet because we have to know the circumstance in which he left the custody of the police officer or those police officers," he said.

As it relates to whether or not Frazer was admitted in the hospital is unclear.

"I don't know if he was admitted to the ward but he got to the hospital. So we are not sure if he was admitted and then left. We have to hear first and know if we need to do anything else in respect to those officers," he said.
